A serial killer is murdering suspected rapists and shearing their heads as a bizarre trademark. Detectives Tom Chaney (Jeff Fahey) and Rod Lambeau discover a connection: many were prosecuted by beautiful attorney Katy Wesson (Marlee Matlin).
