Agent Neil Shaw (Wesley Snipes) is called out of retirement when his long-time martial arts mentor is murdered, but Shaw soon finds himself framed for a plot to assassinate a group of Senators. With the help of his mentor's daughter, Shaw goes deep undercover to save himself and to find out who is behind the evil plot, only to learn that there's more to this story than meets the eye.
